38 states banned all cell phone use by novice or teen drivers. 21 states and Washington D.C. prohibit any cell phone use among school bus drivers.
Text messaging while driving is banned in 47 states, as well as Washington D.C., Puerto Rico, Guam, and the U.S. Virgin Islands. Missouri banned text messaging among novice or teen drivers.
